Oakland – The City of Oakland has launched the Affordable Housing Loan Program (ADULP) to provide financing and technical assistance to low-income homeowners to convert an unapproved second unit into a in the Dwelling Unit (ADU) or Junior Accessory Dwelling Unit (JADU) Act. ).
The program is designed to help second-hand units developed outside the permit process that are safe, legal, and still provide flexible housing options for tenants and family members. Participants will receive a deferred compensation grant of up to $100,000 and guidance with the design, bidding, permitting and construction processes.

An eligible property must be an owner-occupied single-family residence in the Oakland “Part Zone,” which is West Oakland, along the Interstate 880 Corridor, and parts of East Oakland . Installation must be approved by February 2023 and all construction will be completed by Spring 2024.

The project is funded by the State of California’s CalHOME program, which provides grants for home improvement assistance for low-income homeowners.
