One of the victims was seriously injured and the other three had injuries that were not believed to be life-threatening, said Commander Tasha Bryant, who operates the D.C. police’s First District station.
They said they saw a white sedan flee the area eastbound on New York Avenue NW with two suspects inside. They said the initial conclusion was that the shots were fired from a vehicle.
“We take gun violence very seriously,” Bryant said in a briefing at the scene. “We are committed to removing violent criminals from these communities.”

Sunday, police said a 22-year-old man was fatally shot in the 1200 block of North Capitol Street NW. Asked about a possible connection between that killing and Thursday’s shooting, Bryant said, “Right now, I don’t want to say it’s connected. We are still in the preliminary stages of our investigation. “
Robert Wheeler said he was waiting for his nephew to return from the store when he heard the gunshots. Wheeler, 62, said one of the bullets hit the speaker, who was sitting on an armrest of his wheelchair.
“I was waiting for my nephew to bring some chips.” Wheeler said. “I feel lucky.”
Neighbor Benjamin Medrano, 27, said he was working from home when he heard about a dozen gunshots outside his window. He was walking down the street with his dog when he saw police and fire officials swarming the area near North Capitol Street and New York Avenue.
Families peered behind the police tape. Sirens flashed. He said he saw a woman screaming, worried that her son was involved in the incident.
It’s the second time in two months that Medrano has walked his dog through an active crime scene in his neighborhood. In August, he heard about “eight to 10” bungs and saw firetrucks speeding toward him as he neared O and First streets. Two people were killed and three others were injured in the incident.
On Thursday, Medrano said, he texted his partner: “We need to find a way out of this area.”
