A man and a juvenile have been charged with first-degree murder in connection with the December 2021 shooting death of John Ndayishimi in Ottawa, police said in a news release Friday.

Noel Perez, 26, of Ottawa, and a minor have been charged with attempted murder in connection with the shooting of a second person during the same incident.

A 23-year-old man, Hantel Hersey, has also been charged with a related charge of murder and attempted murder.

All three were produced in court on Friday and remanded in custody. Their next court appearance is the week of November 14.

Police are also seeking an arrest warrant for the fourth.

Police said the targeted shooting happened around 3 a.m. on Dec. 6, 2021, in the 2200 block of Elmira Drive near Cobden Road.

Two 16-year-olds were shot, one of whom, later identified by police as Ndayishimi, died of his injuries.

The second gunshot victim was treated at the scene for non-life threatening injuries before being transported to the hospital by paramedics.

Ndayishimi witnessed a homicide that summer and eventually identified the shooter.
