JEFFERSON CITY – Sales to consumers will begin before the start of February, sooner than expected, a spokeswoman for the Department of Health and Human Services said Friday.
Under Missouri’s new legal amendment legalizing marijuana, approved by voters on Tuesday, medical marijuana companies can apply by Dec. 8 to change their facilities for “comprehensive” sales. .

The government must act within 60 days, February 6 is the deadline the government needs to accept the transfer requests that are submitted on December 8.
But DHSS spokeswoman Lisa Cox told the Post-Dispatch that officials plan to change the licenses “before the 60-day deadline, when we issue the rules for the comprehensive integration.”
Cox said, “We hope that dispensaries will be able to start selling to hard-use consumers once their license is approved for conversion.”

Jack Cardetti, spokesman for the Missouri Medical Cannabis Trade Association, said the schedule “means Missouri has one of the fastest and easiest transitions to adult-use sales in the country.”
“We are thinking that we can start on December 9 if they receive the request and accept it. I find it’s unlikely,” said Mark Hendren, president of Flora Farms. “I find it could take 60 days.”
Asked about the DHSS’s statement that the state may not need 60 days, Hendren said, “that would be fine.”
He said “we are ready” for the authorization. In addition to growing marijuana, Hendren said Flora operates three dispensaries and sells two more.
“We have a lot of product in our facility that is ready to go or ready to go in the next 60 days,” Hendren said. “We are ready to offer it to everyone.”
The new law amendment also legalizes home gardening with government approval. Cox said the state “will begin accepting applications for adults using personal gardens by or before the first week of January.”
He said the amendment would bar the agency from issuing new “comprehensive” licenses “for 548 days after December 8, 2022.”
The amendment also allows for smaller “micro” business licenses.
“The Department will begin accepting applications for engineering firms on or before the first week of September 2023,” Cox said.
Despite many parties and election officials predicting defeat, voters approved Amendment 3 on Tuesday by a 53%-to-47% margin.
Missouri is now among the 21 states that have legalized recreational marijuana. Maryland voters also approved the ratification on Tuesday.
The government released draft marijuana laws on Thursday and will accept comments until November 25.
