Assam Chief Minister Himanta Biswa Sarma has said that a judge has been arrested for “abandoning his responsibility” in the case of the rape and murder of a 13-year-old girl in Darrang district.

The victim, who worked as a domestic help, was found dead at her home in June.

Apart from the main accused who is a Sashastra Seema Bal (SSB) employee, several other government officials – the then superintendent of police, an additional SP, the officer in charge of the police station and three doctors – have already been arrested in the case.

The Minister, who held a press conference here, thanked the CID investigative agency for conducting the investigation in a professional and scientific manner.

“The judge was arrested today. The CID has already arrested the SP, Additional SP (district), OC of Dhula station and three doctors who conducted the initial postmortem,” he said on Friday.

Additional DGP (CID) AYV Krishna said that the arrested government officials did not follow the rules and gave false reports to frame the case as a suicide incident.

The CID, which has formed a special investigation team (SIT) to probe the case, said on Thursday that Ashirvad Hazarika, a local magistrate, is absconding.

Sarma, who also holds the files at home, said that this case was very important in the history of Assam Police as a new investigation was initiated more than a month after the victim’s last act.

“This is a rare case where the body was exhumed and a second post-mortem was conducted. We were lucky that the person killed was a Christian girl and her body was buried. The way the CID gathered Evidence and research, the entire investigation has given a new dimension to the investigation process of the Assam Police,” he said.

The minister regretted that the investigation revealed a nexus involving the SP, ASP, OC, judge and government doctors.

On Thursday, suspended SP Raj Mohan Ray was arrested for allegedly accepting Rs 2 lakh as bribe to solve the case, CID said.

Ray got the money from the then Dhula police station officer Utpal Borah who was arrested by the CID on October 31.

The case of rape and murder has led to outrage in the region. The Chief Minister visited the girl’s family on August 12 following allegations by the police that they had shown excessive abdication of responsibility in gathering evidence.

The Additional DGP (CID) told reporters that a detailed investigation and evidence were found to have found the accused men guilty of rape, murder, destruction of evidence and attempted rape under various sections of the IPC and POCSO.

“It was not a case of hanging. The suspect hit the girl hard on the head and neck, then strangled her with a rope made of coconut after she threatened to tell his wife about the rape,” said the officer.

He also said that the CID consulted forensic experts, and they tested the DNA of the main accused, and it was the same as the sperm found in the underwear of the victim.

In a detailed presentation, Krishna showed how the agency proceeded to present the case.
