ROURKELA: Amid the long-running land acquisition, the pending court cases related to the progress of Talcher-Bimlagarh new railway line project have been stopped in three phases on Angul district. Eastern Railway (ECoR) sources said that the delay in the land acquisition and many legal disputes was due to the unprecedented high cost and affect the life of the project. Approved in 2003-04, the land acquisition cost of the scheme has increased to Rs 584 crore from Rs 35.5 crore and the magistrates of Nuthuruposi village in Angul are entitled to Rs 6.5 crore per acre. .
The new completion target of 2025 seems unattainable as hundreds of crores of rupees will be added to the project’s estimated cost of Rs 1,928.07 crore. According to reports, of the 76.60 km long road in Angul district, land has been released for 64.425 km so far. After the completion of 17.62 km between Talcher and Sunakhani, the work is going on 47 km to Khamar. Sources said that due to the delay in the process, the target of completing the extension by 2022-23 seems unlikely.
The 9.7 km stretch of road between Sunakhani and Samal is 75 percent complete. However, progress has now stalled due to two pending court cases. Similarly, 85 percent work on the 6.53-kilometer stretch between Samal and Parabil has been completed but remains the same due to three court cases. Though 47 percent work on 14.20 km between Parabil and Khamar has been completed, it is not progressing due to four pending cases.
Before 2013, the Angul administration had encouraged the Railways to acquire occupied land on a standard basis. But the ECoR was dragged to court by the people affected by the project, who despite receiving compensation for the land, got a stay order demanding more money.
In August this year, the HC dismissed six new writ petitions of Nuthuruposi village and empowered the land rehabilitation and resettlement authority (LARR), Sambalpur to settle the high compensation claims. more.
