Iranian police said they would investigate an incident caught on camera in which security forces attacked and shot a man, prompting a leading rights group to condemn what it called a “crisis of impunity” in the country.

The video shows a man lying on the ground in front of a residential building being beaten by several security officers before one officer points a gun at the man and opens fire. The videographer is heard saying, “They shot the guy with shotgun pellets … they must have killed the guy.”

It’s unclear what happened before the video was shot or what the man’s condition was. CNN could not independently verify the date or location of the video, which has been circulating widely on social media.

“Following the publication of the video clip of the police officers beating up the citizen, a special order will be issued immediately to investigate the exact time and place of the incident and identify the culprits at the scene,” the police said. A statement, the state Fars news agency reported on Tuesday. “Police do not condone such violent and unorthodox behavior and will certainly deal with violators.”

Amnesty International also shared the same video on Tuesday, calling it “another horrifying reminder that the brutality of Iran’s security forces knows no bounds.”

“They have been given the freedom to brutally beat and shoot protesters amid the crisis with impunity,” Amnesty added, calling on the United Nations Human Rights Council to “urgently investigate these crimes.”

This is not the first time police have called for an investigation into videos of security forces attacking civilians.

In October, state-aligned ISNA reported that police said they would “issue a special order” to deal with officers who physically assaulted a woman on the streets of Tehran. The incident was caught on camera and showed a policeman inappropriately groping a woman while trying to arrest her along with a group of other officers.
