The Assam Power Corporation (APDCL) has invited bids for procurement of 50 MW of electricity from off-grid solar power projects to develop self-sufficiency in the state.
APDCL has set a ceiling tariff of ₹4.40 (~$0.054)/kWh for the tender.
The last date for submission of online tenders is December 7, 2022. Tenders will be opened on December 9.
Bidders must submit ₹895,000 (~$11,044)/MW as an immediate cash deposit. The successful bidder will have to provide ₹2.24 million (~$27,604)/MW as performance bond.
Under the contract, the minimum capacity to be procured is 5 MW and the maximum capacity is 50 MW. Identification and acquisition of land for projects within the geographical boundaries of Assam is also within the purview of the selected developer.
The projects must be commissioned within 18 months of the execution of the power purchase agreement.
To be eligible, contestants must design, deliver, construct, and deploy integrated solar power projects with an installed capacity of 25 MW anywhere in the world within the past five years. In terms of total capacity, at least one project must be connected in size and capacity of 5 MW or more.
The net price of the bidders on the last day of the previous financial year should not be less than ₹8.95 million (~$110,406)/MW of quoted capacity. Their minimum annual turnover should be at least ₹ 13.42 million (~$165,603)/MW during the previous financial year.
They must have a domestic resource generation capacity in the form of profit before depreciation, interest, and taxes (PBDIT) of at least ₹ 5.884 million (~$ 72,608) / MW on the last day of the previous financial year.
Bidders must also have an in-principle approval letter from a credit institution establishing a ‘Line of Credit’ of at least 1.422 million (~$17,547)/MW to meet the working capital requirements.
The declared capacity utilization factor (CUF) must, in any case, be less than 16.21% in a year. The generator must maintain the generation to achieve CUF within ± 10% of their stated value during the PPA period of 25 years from the date of commercial operation.
The developer will be responsible for the evacuation of electricity from the projects to the nearest substation.
In September this year, APDCL invited bids to select an agency to conduct aerial survey using drone-based technology to locate MW solar power projects in the state.
Earlier, the Assam Power Corporation invited bids from consulting firms to conduct a feasibility study and prepare a detailed project report (DPR) to develop a 70-90 MW floating solar project in Karimganj district.
