An official statement of the state government said, “After reviewing the law and order situation in Assam for the last six months the state government has declared the entire state of Assam as a “Disturbed Zone” till 6 (six) months from 28/02/2022, unless revoked earlier.The Proclamation is made pursuant to the powers conferred by Section 3 of the Armed Forces (Special Powers) Act 1958.
Assam Chief Minister Himanta Biswa Sarma in January this year said that the debate on the Armed Forces Special Powers Act, 1958 (AFSPA) will end and there will be good news in March this year.
He said, “You see that AFSPA is technically linked to the army and the army does not operate in many parts of Assam, the army operates in five or six districts, so there is no Afspa in many parts of Assam.
He said that the last time AFSPA was extended was on August 28 and the next review will be on February 28 this year. “Union Home Minister Amit Shah has given us some guidelines and we are working accordingly. The whole discussion on AFSPA will end soon.”
He added that there will be some rationalization of AFSPA before March but a complete withdrawal is not possible. There can be no mid-term review of AFSPA and there will be some gains by March this year.
On January 1, the minister said, “2022 we will see positive movement on AFSPA, how and when I don’t know however I am hopeful. We should have lasting peace in Assam.”
On August 28, the “disturbance zone” was extended for another six months, although several previously banned groups operating in the most populous North-East region have recently sought to integrate.
In Manipur, AFSPA has come into effect, except for seven constituencies in Imphal. In Arunachal Pradesh, the areas under AFSPA have been halved to those under eight police stations, except Tirap, Changlang and Longding districts.
