Eau Claire, Wis. (WEAU) – A third man has been charged with manslaughter in connection with a Sept. 17 shooting in Altoona.
26-year-old Kemon Golden of Cadott has been charged with 1st-degree intentional homicide, 1st-degree recklessly endangering safety with a dangerous weapon and discharging a firearm from a vehicle. , Friday in Eau Claire County Circuit Court, according to online court records.
Michael Purnell, 32, and Xavier Thompson, 34, both of Eau Claire, received the same charges in October. Each man received a $1 million cash bond on Oct. 31 after being taken into custody. Purnell was previously charged with fleeing from law enforcement. Purnell, Thompson and Golden have been charged as co-accused.
Judge Emily Long issued the warrant for Golden on Friday.
In September, Eau Claire police investigated the death of Christopher Connor, 39, of Altoona, who was found with a gunshot wound at 12:12 a.m. on Sept. 17 near the intersection of Bergen Avenue and Bellevue Avenue. From the Eau Claire Police Department. Police were responding to a report of multiple shots fired in a residential area. Connor was treated at the scene before being transported to a hospital, where he was pronounced dead, according to the report.
In filings filed against Golden on Nov. 11, phone records from the Eau Claire County Jail show that Thompson said multiple times that Golden “pulled the trigger” and that he did not fire his own gun. In an Oct. 31 phone call, Thompson said the person who pulled the trigger was “sitting at their house” and said it was his cousin. In a Nov. 1 phone call, Thompson said Golden shot two other people and admitted he was with the other accused in the shooting. In one call, Thompson said “everyone is getting off,” and said he was talking to a detective about the shooting.
The criminal complaint against Golden details an interview with Golden in early October while he was in the Chippewa County Jail, where he said he was with Purnell the evening of the shooting, but gave no other details. In calls from the Chippewa County Jail, Golden said he had done nothing and suggested the “prime suspect … is out.” Golden made another call to tell her mother to testify about where she was the night of the shooting, saying, “I want her to make a statement; That will be my only witness.
On Oct. 28, police responded to a report of a shooting in Eau Claire and found an injured man, according to the documents charged against Purnell and Thompson. A civilian was trying to administer first aid when the police arrived. First responders discovered a gunshot wound to the man’s back and transported him to a hospital where he was pronounced dead.
Investigators found nine shell casings at the scene of the reported shooting. A bullet-riddled vehicle was found crashed into a tree at the scene. A man approached police at the scene saying the car was his and that someone had shot at him. He told the police that he ran because he was scared. An examination of the vehicle revealed multiple gunshot wounds and a broken rear window, according to the criminal complaint.
The Eau Claire County Sheriff’s Office found a suspect in the Washington Township shooting four hours later. The suspect, Purnell, refused to exit his vehicle and fled from police. The pursuit went from Eau Claire County to Chippewa County, where he tried to stop Purnell with spike strips. Purnell exceeded 100 mph during the chase, according to deputies. Deputies used a PIT tactic to stop Purnell’s vehicle and took him into custody, according to court documents.
After reviewing surveillance video from several businesses and traffic cameras in the city, investigators said they saw the suspects, Thompson and Purnell, the gunman, the driver of the vehicle found at the scene and several other people. On September 16 in the evening at various bars. Investigators also found vehicles driven by gang members at the scene of the shooting. None of the people interviewed by police witnessed the shooting, but according to the criminal complaint, there was confirmation that there was an altercation that night. Purnell was seen standing by at least two men with guns.
Thompson is scheduled to appear in court Nov. 29 for a preliminary hearing, while Purnell is scheduled to appear in court Dec. 20, according to online court records.
