The Assam CID has today arrested Ashirbad Hazarika, the executive revenue magistrate of Dalgaon in Darrang district, who has been charged in the mysterious case of Dhula rape and murder of a minor girl. Hazarika is the latest high-profile officer to be arrested in the case, after the arrest of Darrang district SP Rajmohan Roy and other officers yesterday. Ashirbad Hazarika, who was in hiding for a while, surrendered to the CID on Thursday after being called for questioning in connection with the case. He had ignored several summons issued earlier, but finally, he appeared on Thursday after SP Rajmohan Roy was arrested in the case. Hazarika’s residence was closed by the CID on Wednesday after he failed to respond to summons. After his surrender, Hazarika was arrested by the investigation team.

The two suspended judges Ashirbad Hazarika and suspended SP Rajmohan Roy will be produced before the special court in Guwahati today.

The arrest came after three government doctors and an additional SP were arrested by the CID on Monday. They are Rupam Phukan, former additional SP of Darrang district, and Dr. Arun Ch. Deka, Dr. Ajanta Bordoloi and Dr. Anupam Sharma of Mangalai Civil Hospital. Earlier, the CID had arrested Inspector Utpal Bora, then the officer-in-charge of Dhula police station, on November 1.

All the arrested officers were already suspended in August, along with Dhula police station investigating officer Anwar Hussain.

All these famous arrests are related to the death of a young Adivasi girl on June 11, who was working as a domestic help at the home of Sashatra Seema Bal (SSB) Jawan Krishna Kamal Baruah. This 13-year-old girl was found in a rented house of Baruah in Dhula of Darrang District, a small town about 7 KM from Mangaldooi district headquarters.

Suspecting the case to be a suicide case, Krishna Kamal Baruah was arrested by the police. But the girl’s family accused the police of not investigating the case properly and trying to protect Baruah. They also claimed that Dhula OC Utpal Bora pressured them not to file a case in the girl’s death.

Both the police and accused Krishna Kamal Baruah said that the girl committed suicide, which was also confirmed by the post-mortem report conducted by the doctors at the Mangaldoi Civil Hospital, after which her body was buried.

But the girl’s family continued to dispute the nature of the police and after local media picked up the issue, Chief Minister Himanta Biswa Sarma and DGP Bhaskarjyoti Mahanta visited the family in August and after hearing their plea, ordered an investigation into the case. SIT. According to the orders, the case was transferred to the CID on August 12.

This investigation by the CID has revealed a very heinous crime committed by the Accused SSB Jawan, and the shocking collusion of many officials and government doctors to defend the accused. After taking up the case, the CID team exhumed the body and conducted a second post-mortem. They also examined the body of forensic experts and tested the DNA of the accused Baruah, which is similar to the DNA material found on the clothes of the victim girl.

The CID found several mistakes made by the police in the investigation of the case. They did not take any video of the investigation process and did not take any fingerprints. On the other hand, the Judge of the High Court of Hazarika issued a report stating that the girl committed suicide even without seeing the crime scene.

Also, the three government doctors who conducted the first post-mortem examination said that they did not find any injuries on the body. The second post-mortem, conducted by a high-level medical team comprising doctors from Gauhati Medical College and Hospital (GMCH), AIIMS Guwahati and Northeast Indira Gandhi Institute of Health and Medical Sciences (NEIGRIHMS-Shillong), said that there are injuries on the girl’s head and neck, and it was concluded that she died of strangulation and not suicide. Moreover, they also found out that the girl was raped, and they found out that Baruah had raped her after the DNA was combined.

By examining the bank records of the accused and the officials, the investigation team found that the police officials had taken bribes from Baruah. OC Bora received Rs 5 lakh, additional SP Rupam Phukan received Rs 1.5 lakh and SP Rajmohan Roy was paid Rs 2 lakh by the accused. It is believed that Bora manipulated the doctors with the money they received from the accused to prepare a false post-mortem report which she described as a case of suicide. Now, it is not known whether the executive judge Ashirbad Hazarika was paid any bribe or not.

OC Utpal Bora, ASP Rupam Phukan and the three arrested doctors are now in judicial custody. The main accused Krishna Kamal Baruah is also in judicial custody and a detailed charge sheet was filed on September 25. He has been booked for rape, murder, destruction of evidence, attempted rape under IPC and sexual abuse of a child. little. under the POCSO Act.

Apart from bank records, the CID also studied call records, cell tower location, travel history etc. to prepare the case. OC Utpal Bora has been charged under Sections 120B, 420, 218 of the IPC read with Sections 7(b) and 8(1)(i) of the Prevention of Corruption Act.
